The Case of Dairy Technology Adoption in Meru, Kenia

The author recollects the problem of priority setting for dairy research at the programme level in KARI. He then considers the background and historical development of agricultural development, research, and extension polices in Kenya as well as research-extension-farmer linkages. He also presents a case study of the zero grazing technology package. Under methodology, he discusses the background to priority setting, the importance of adoption and the need for a user perspective. Different rapid appraisal methods and procedures were tested and a focused formal survey was formulated and carried out to collect adoption information. The results describe:

Methods that can be used to elicit user perspectives, and Ways and means of how user perspectives can improve priority setting through definition of objectives, through problem analysis, as well as through the estimation of adoption information.

Integrating a user perspective in research priority setting will not solve all problems of research planning. However, it ensures that research can concentrate on important areas which are identified and agreed upon by the end users of research technologies, thereby increasing the chances of adoption. Through this improved focus, research can respond more effectively to the challenges facing agricultural development.
